Audience: CR staff or Jira admins
Add to Supervisor role to be automatically added as a watcher to all new Request Instrument Service tickets.
Add to Supervisor or Administrator role to be able to make Instrument tickets.
Add to Coordinator role to get notified when any new CR ticket is made (for people that should see new tickets but not necessarily need to watch them all, like John Walsh)
